Scientific work of the Law Department of SNAU
2014
Within the framework of the development of the civil law scientific school edited by Ph.D.(Law), Professor of the Justice department M.M. Yasynok a textbook “Civil Process” (2014 edition ) was published labeled MES of Ukraine.
In accordance with the order of the Department of Education and Science of the Sumy Regional State Administration of 26.11.2013 № 895 -OD ” About the third stage of All-Ukrainian students’ olympiads and participation of student teams of Sumy Oblast in the fourth stage of All-Ukrainian students’ olympiads in the 2013-2014 academic year ” teachers of the Law Department of SNAU ( Zapara S.I., Rohovenko O.V., Kotviakovskyi Yu.O. ) participated in the olympiad in law, which was held for the school students of the city of Sumy and Sumy region. In addition to that, the Dean of the Law department of SNAU, Ph.D.(Law), associate professor S.I.Zapara was appointed as the Chairman of the Jury.
2013
Considering all previous research results gained in 2013 the composite authors of the Law department under the guidance of Ph.D.(Law), associate professor S.I.Zapara conducted scientific research in accordance with the Agreement to conduct research work at the expense of allocations aimed at implementing the scientific support of the National Mediation and Conciliation Service, on the issue “The Development of the Bill of Ukraine ” On the System of settling labor disputes in Ukraine “( state registration number 0113U656).
In December 2013 S.I. Zapara participated in the meeting of the Working Group of the Swedish- Ukrainian project related to the settlement of labor disputes in Ukraine held in Kyiv, during which there was a presentation of new models for resolving labor disputes in Ukraine.
In August 2013 a seminar (an enlarged session of the Working Group) within the framework of Swiss- Ukrainian project related to the settlement of labor disputes in Ukraine took place at the Law Department of SNAU. The workshop was attended by O.Ya. Okis – Chairman of the National Mediation and Conciliation Service, R.A.Kolyshko – Director of the Department of labor potential development and corporate social responsibility of the Federation of Employers of Ukraine , O.O.Lobchenko – Head of the Department of industrial policy and collective contract regulation of FTU staff and other participants.
14.06.2013 – Agreement on residence in the SNAU campus and cooperation with the U.S. Peace Corps volunteer on Community Development David Malenfant.
18.08.2013 – 08.08.2013 the Ukrainian- Polish project on folklore guided by Ph.D., associate professor Zapara S.I. took place (on the grant grounds).
According to the association agreement with Warminsk- Mazurrsk University (Olshtyn ) Dr. Katarzhyna Bialobrzheska in September 2013 read to law students a lecture on ” Creative techniques in the re-socialization of youth unadapted for public life .”
According to the Treaty on the execution of the STP on the topic: «Upgrading technology of growing cereals and industrial crops with elements of precision farming for Sumy Region conditions ” from 10.01.2013 till 10.01.2014 the Law Department under its own steam accompanied a legal support of STP.
In March 2013 with the participation of lecturers of the Department of Public Law disciplines and Ukrainian science of the Law Department 6th Media City Olympiad in History was held which involved 30 teams representing secondary schools and universities.
2013 was rich in the following events: a round table on the topic” Famine in Ukrainian historical memory “, a meeting with the head of the Sumy Oblast National Union of ethnographers of Ukraine O.Korniienko and a presentation of the scientific work “Lexicon of Cossack era .”
A Ph.D. (History), senior teacher Mikhailichenko M.A. prepared a documentary photo exhibition “War . A view from the past ” (to the 70th anniversary of the Sumy city liberation from the German occupation), the materials being exhibited in the SNAU museum. An article about the exhibition was published in the newspaper “Panorama” , “Visnyk of SNAU .” Under his guidance the first-year students of the department of agricultural technologies and environmental management prepared and submitted to the All-Ukrainian contest ” To save from oblivion ” the following multimedia projects “Famine , War and Humanity ” (Balanovskyi Ye.) and ” One single shot ” (V. Bublyk).
On March 21, 2013 the Law Department of Sumy National Agrarian University hosted a round table on the topic “Problem questions as to solving disputes in the sphere of calculation and payment of superannuation contributions to the Pension Fund of Ukraine at the present stage.”
On April 25, 2013 a scientific workshop «Debate of the bill «On Amendments to the Law of Ukraine “On the transplantation of organs and other anatomical man materials» was held.
2012
Law Department received a grant with the participation of the Polish Foundation Warminsk -Mazurrsk province from the European Union on the topic ” Enterprising generation – innovative forms of activation “, in which frames five teachers of the Law Department took part in two workshops (February and July 2012) held on the territory of Poland and SNAU . The funds from the grant were used to create an interactive lecture-room 112 of the Law Department of SNAU.
In 2012, the authors of the Law Department led by the Ph.D.(Law), associate professor S.I. Zapara, conducted a scientific research in accordance with the Agreement to carry out research work at the expense of the allocation aimed at implementing the scientific support of the National Mediation and Conciliation Service, on the topic” Reformation of the system of labor disputes solution in Ukraine ” under the Agreement № 864 of May 1, 2012.
The above mentioned research is connected with the participation of experts Doctor of Law, Professor M.M. Yasynok and Ph.D.(Law), an associate professor S.I. Zapara in Swiss- Ukrainian project in the field of labor disputes solution, in the frame of which meetings took place in Kyiv and Stockholm. The expert group of the project, which involved teachers of SNAU Law Department was formed to develop a «New model of solving labor disputes in Ukraine.”
On April 11, 2012 at the Law Department of SNAU a session of a “round table” on discussion of issues of lawyers contest involved in the provision of free secondary legal aid, which was attended by leaders of the main and regional offices of Justice of the Sumy Regional State Administration, by P. S. Kornienko ( Deputy Head of legal expertise and standard design of the Center for Legal Reform and Legislative Drafting in the Ministry of Justice of Ukraine ), S.Yu. Kondratenko (lawyer , head of the Sumy Regional Chamber Attestation Qualification- Disciplinary Bar Commission, member of the tender committee ), T.M.Kolotilova ( Chief of the headquarters of Justice in Poltava region , chairman of the competition committee ), V.A. Bobruiko ( Deputy Chief of the headquarters of Justice in Chernihiv region , chairman of the competition committee ) and others.
On 3-7 June 2012 a Session of the Working Committee of the Expert Group of the WUT Project took place in Stockholm (Sweden) with the participation of the teachers of the Law Department of SNAU S.I. Zapara and M.N. Yasynok.
In addition, under the terms of a civil contract #16 with the State Institution “Scientific- methodical center of information and analytical support for higher education institutions” Ahroosvita”, the Law Department for account of budget allocations made a commitment to perform the following scientific work: To analyze the experience of European countries (Netherlands, France ) on the legal regulation of agricultural education , to prepare the Concept of the Law of Ukraine “On agricultural education ” and provide scientific justification of the conception of the of Agricultural education development.
In the period from 25 to 29 June 2012, Dr. Ioanna Teresa Dluhosh (Department of Finance and Banking of the Faculty of Economics of Warminsk -Mazursk University in Olshtyn ) held a series of public lectures that dealt with the issues of the shadow economy for the students of the Law Department of SNAU.
On February 23, 2012 a Senior Lecturer Rohovenko O. V. defended his thesis for the degree of Candidate of Juridical Sciences.
In April 2012, law students participated in the scientific-practical conference of the Institute of Economics and Management and the conference ” Agroforum – 2012.”
In September 2012 the Department of Public Law disciplines and Ukrainian science organized a public lecture read by the head of the Sumy ethnographers regional National Union of Ukraine O.Korniyenko on the topic “Semen Rudniev : the fate of a man against the backdrop of age” with a subsequent discussion.
With the support and participation of the Law Department a theoretical and practical conference was held on the topic “Labor Law in the context of civil society development” on June 14-16, 2012 in Putyvl (on the premises of Putyvl College of SNAU).
On October 26, 2012 associate professor Chernadchuk T.O. defended her thesis for the degree of Candidate of Juridical Sciences.
On February 22, 2012 a round table on the topic “The jury in Ukraine. Positive and negative aspects “was held on the premises of the Law Department of the Sumy National Agrarian University.
On October 5, 2012 a round table discussion on the topic «Problem issues of the Law of Ukraine» On state guarantees as to the judicial decisions” was organized and held.
2011
On January 24, 2011 associate professor Rozhkova L.I and senior lecturer Kuzmenko N.M. prepared and conducted a student scientific conference dedicated to the Day of Unity of Ukraine.
Associate professors Kharchenko I.I. and Shestakova S.O. on December 5, 2011 held a literary and musical evening on the topic «Spiritual Olympus of Ukraine “, devoted to the works of Lina Kostenko.
In commemoration of the International Mother Tongue Day the lecturers Shestakova S.O. and Kharchenko I.I. organized a contest of students’ wall newspapers.
On March 13 the lecturers Shestakova S.O. and Kharchenko I.I. conducted scientific readings on the occasion of celebrating the 200th anniversary of Taras Shevchenko’s birthday in Agronomical and Civil Engineering Departments.
During the week of legal knowledge the students -advisors of the legal clinic “Trust “conducted a series of lectures in school Sumy № 2, participated in the review and discussion of the documentary film “Justice for Serhiy ” released by the All-Ukrainian Union of Cinematographers of Ukraine.
On April 22, 2011 a master class on the topic “Timely appeals of the citizens to the European Court of Human Rights ” as part of Law Week in Sumy region was organized for students and teachers of the Law Department of SNAU.
The workshop was conducted by Ananchenko O.M., an analyst -lawyer on the European Convention on Human Rights and Fundamental Freedoms and by Troshechko V.V., a deputy chief of the Main Department of Justice in Sumy region, a representative of the ombudsman of the European Court of Human Rights in Sumy region.
In cooperation with practicing lawyers a master class of an Honored Lawyer of Ukraine, a Chairman of the Appeal Court of Sumy region Luhovyi M. H. was held on the topic “The effectiveness of a court as a means of protection citizens’ violated rights.” The event took place with the assistance of the Main Department of Justice in Sumy region in the frame of the Ukrainian Law Week. Students and teachers had an opportunity to hear the secrets of a successful lawyer, practical advice for future professionals, as well as analysis of the problematic issues of legislation.
On 2-14 December 2011 a student coordinator of the LC “Trust ” Dmytro Sholomiia attended the fifth quarterly meeting of the Project USAID “ Legal Country” organized together with the Ministry of Justice of Ukraine. During the event the participants discussed the ways of raising effectiveness of the representation of the interests of the less-well-off sections in the courts to ensure equal access to justice and opportunities to inform the public about the courts activity in Ukraine.
Cooperation as to legal education of the population and overcoming legal nihilism among residents of Sumy and providing free legal help by leading specialists of advisory centers of the Main Department of Justice came off between young lawyers and the Coordinating Council at the Department of Justice in Sumy region.
Based on the practical experience of advising clients on employment issues, a close cooperation was built between the legal clinic and Sumy city employment center in the form of workshops conducted by students- consultants for the unemployed on definite topics. The workshops deal with the actual legal aspects of job search , employment , wages, social security for workers, promotion, terms and reasons for dismissal and calculation of labor work experience and insurance experience and so on.
From 16.07.2011 to 29.07.2011 a Ukrainian- Polish project «You know about yourself only what is checked” was organized by Ph.D.(Law), associate professor Zapara S.I. ( Based on the received grant).
In November 2011, there was a scientific conference dedicated to the Student’s day.
In 2011, there were round tables on topics: ” My nightingale language” (Department of State and Legal disciplines and Ukrainian Science), ” The jury : problems of implementation” (Department of Justice , Department of Administrative and Information Law , “Problems draft Criminal procedural Code of Ukraine ” (Department of justice, Department of Administrative and Information Law),” Actual problems of code of criminal procedure of Ukraine» (Department of justice , Department of Administrative and Information Law).
In 2011 an Olympiad was held at the base of the laboratory of practical law among legal advisers of the legal clinic (laboratory of Practical law department, department of Administrative and Information Law) and the Interuniversity Olympiad on the basis of the laboratory of practical law among legal advisers of Sumy universities clinics (laboratory of practical law, Department of Administrative and information Law, law clinic SSU).
On February 21, 2011 an educational event was held dedicated to the International Mother Tongue Day on the topic «My nightingale language.»
In April 2011, assistant professor Rozhkova L.I and senior lecturer V.M. Vlasov organized excursions to Sumy Art Museum to learn about Taras Shevchenko’s artistic legacy.
On May 16, 2011 there was a literary festival ” Kobza player lessons .”
On May 24, 2011 assistant professor Rozhkova L.I and senior lecturer V.M. Vlasov organized and held a multimedia brain – ring on the history of Ukrainian culture between students of Law Department and Biology – Technological Department.
According to the exchange programme three students of the Law and Administration Department of Warminsk –Mazursk University in Olsztyn had a semester internship at the Law Department of SNAU. As a result of the exchange a Rector of Warminsk -Mazursk University in Olsztyn , Mr. Joseph Hurnevych expressed his sincere gratitude.
In 2011, T.M. Churylova defended her thesis on the topic “”Legal Regulation of agricultural service cooperatives.”
On March 21, 2012 a laboratory of practical law with the support of law students of SNAU held a round table on “Problems of the draft of Criminal Procedure Code of Ukraine.
On March 24, 2011 a round table on ” Pension reform in Ukraine: Problems and Prospects ” took place. The event was dedicated to the Day of Science at the Law Department of Sumy National Agrarian University organized by the lab of practical law together with the Law Department.
2010
According to the Agreement № 14/32 of 13 August 2009 on the development of scientific and technical products there was concluded an additional agreement of 3 June 2010 on “Development of a conceptual definition of a qualitatively new in content and constructive in providing of the competitive development of the agricultural sector model of management and necessary for this methodological and legal instruments “(funding source – the state budget of Ukraine for 2010). The presented research work of the teaching staff of the Law Department was successfully defended in the Ministry of Agrarian Policy of Ukraine.
In July 2010 an International Scientific Polish -Ukrainian student exchange took under the supervision of Ph.D.(Law), assistant professor Zapara S.I. ( based on the grant).
Moreover, during the year a seminar for the unemployed was organized in Putyvl district state employment center on “Consumer rights protection ” and workshops for the unemployed in Sumy City state employment center on employment and protection of employees rights took place every Wednesday , and Olympiad on the base of the laboratory of practical law among legal advisers of the clinic.
In March 2010 there was organized and held a roundtable with representatives of Sumy peritoneal center on ” Surrogacy: for or against.“
2009
In 2009, the Law Department received an international grant of the German Academic Exchange Service Deutschen Akademischen Austauschdienstes (DAAD) to conduct two scientific workshops at the University of Martin – Luther, Halle (Germany) and SNAU with leading scientists of Ukraine and Germany, graduate students and students of the department.
In 2009 the scientific staff of the department worked on a scientific topic at the state budget expense “Development of a conceptual definition of a qualitatively new in content and constructive in providing of the competitive development of the agricultural sector model of management and necessary for this methodological and legal instruments ” under the Treaty number 14 /32 of August 13, 2009.
One of the directions of the teachers’ work of the Law Department is to prepare scientific, practical and educational materials. In 2009 a team of authors of the law Department prepared and published a textbook “Law” approved by the Ministry of Education and Science of Ukraine.
Based on SNAU a meeting of a profile committee of the Verkhovna Rada of Ukraine for science and education under the leadership of its chairman Polokhalo V.I. took place with a discussion of the new version of the Law of Ukraine “On Higher Education”. Many important proposals were made to the draft of this law by the vice-chancellor of SNAU, Ph.D. (Law), associate professor M.P. Kurylo.
As a continuation of these studies, in February 2009 on the initiative of the laboratory of practical law there was organized a public hearing of the draft concept of higher legal education development in Ukraine, prepared by the Ministry of Education and Science of Ukraine and the Ministry of Justice of Ukraine.
On May 21, 2009 a meeting of interuniversity round table dedicated to 350th anniversary of the victory of the army led by Hetman Ivan Vyhovskyi in Konotop battle was organized by the Department of State and Legal disciplines and Ukrainian Science, which was also attended by students , lecturers Rozhkova L.I. Kharchenko I.I., Kuzmenko N.M.
2008
Developing the science of information law in May 2008 for the first time on the territory of Ukraine, at the Law Department with the support of scientific – research center of the Academy of Sciences of Ukraine, Kyiv International University, Sumy Regional State Administration an international scientific- practical conference was held on the topic “Information-oriented society in Ukraine: information legal culture, education and science “, dedicated to the World Information Society Day.
The conference was attended by world-famous lawyers such as Academician of NAS of Ukraine, Academician of the Academy of Law Sciences of Ukraine, D. Sc. (Law)Yu.S. Shemshuchenko , and D. Sc.(Law), professor, corresponding member of the Academy of Law Sciences of Ukraine Skakun O.F.and other leading scientists of Ukraine and foreign countries. The conference was aimed at the scientific assessment of the legal support and practical implementation of the potentialities of new information and communication technologies in social and economic sectors, particularly in agriculture; awareness of the role and importance of information legislation for the formation of information society in Ukraine; assistance to the increase of the level of information and legal culture of Ukraine’s population, intensification of the effort of the government of Ukraine , scholars and the public towards the creation of the education system, focusing on the use of new information and communication technologies to form a fully developed personality.
Recognizing the dynamics of growth and the adequacy of professional training just the Law Department of SNAU was elected by the Department of Education and Science of the Sumy Regional State Administration, Sumy Regional Institute of Postgraduate Education Department as a base for improvement of professional skills for teachers of law of Sumy and Sumy Oblast schools in 2008. This choice is not groundless as since 2007 a specialized form with intensive study of law has been functioning at the Law Department of SNAU . This teaching experience is carefully studied and reviewed and is a good example of a successful dialogue between a secondary and higher school. Achievements of the Law Department are a result of active and persistent work of the entire staff of the Law Department of Sumy National Agrarian University.
In 2008 we initiated an internal student competition in counseling clients. Four teams in students competed in professional skills. Advice was provided to the client actor in real-time. The skills of future lawyers were assessed by teachers and professionals, and the team- winner received prizes.
In 2008, with the participation of students and teachers – scholars and practitioners a roundtable discussion was held on the topic “Problems of legal education in Ukraine.” The event provided an opportunity to examine the benefits of the national system of legal education and identify areas of further development. Conclusions of the roundtable were of practical significance for the activity of the Law Department of SNAU.
In 2008, the Law Department at the state budget expenses worked on the scientific theme “Investigation of structural and official regulations for the central ministry office and indicators and methods for assessing managerial work» (state registration number of the topic is 0108U004946).
On October 9, 2008 as part of the week the Law Department there was organized a round table on the topic “Legal regulation of use of genetically modified organisms.“
2007
From the very first days of its existence the Law Department has paid an increased attention to the practical component in students training. In 2007, the above mentioned initiative was supported by the American Bar Association (ABA / ROLI), and in this connection, an agreement #10156 “On providing non-repayable financial assistance (grant) on human rights protection activities” was signed between the justice support fund and education of the American Bar Association ( ABA / ROLI), acting on behalf of the rule of law initiatives and the Law Department of SNAU for realization of the project ” Help people and learn at the same time .” As a result, in 2007 at the Department a laboratory of practical law, which includes legal clinic “Trust”, started its work.
The purpose of the laboratory is to carry out scientific -practical and educational activities for acquiring skills of enforcement activities for socially vulnerable segments of the population. Students of the Department provide free legal advice to those applying for legal clinic.
In 2007, the Law Department for the state budget expenses worked on the following scientific themes:
- “Improving of the institute of legal protection of citizens in employment contracts conclusion of agricultural enterprises in the context of labor law» (state registration number of the topic is 0107U011364).
- «Building effective model of labor relationship in corporate organizations in the legal regulation of the work of employees and working owners of agricultural enterprises ” ( state registration number of the topic is 0107U011363).
- “Development of guidelines on the establishment and organization of non-governmental organizations to protect the rights and interests of agricultural service cooperatives” (Treaty of 03 December 2007 № 14/ 26).
In order to form a national students’ consciousness the Department of Ukrainian Science organized a permanent corner of Ukrainian Science consisting of objects of everyday life and products of decorative – applied art collected by students and teachers in different regions of Ukraine.
