History of the department
It will be fifteen years in 2015, when, after the licensing of educational qualifying level “junior specialist (associate) – lawyer”, the first set of students was realized on this specialty. In different times in the development of the department made efforts Usenko M.P., Hritsenko M.P., Strochenko N.I., Zakharchuk A.S., who executed the duties of the Dean of the department. Since 2007, the dean of the department is Doctor of Law Sciences, associate Professor Zapara S.I.
Only in ten years of hard work the department has grown to licensing of next educational qualifying level – “bachelor”. These years were distinguished enhanced work on the formation of certain and authoritative value of the department – its staff. The University administration has taken unprecedented measures concerning invitation to work in educational institution of doctors and candidates of legal Sciences from other regions (in particular, doctor of law Sciences, professor І.В. Aristova I.V., candidate of legal Sciences, associate professor Zapara S.I., candidate of legal Sciences, associate professor Hayenko V.I., candidate of legal Sciences, associate professor Sergeeva A.V. and others), at that time there was a lack of such staff in Sumy region. In addition, the teachers of the department were sent to training in postgraduate study in leading higher educational establishments of Ukraine, among them Koretsky Institute of state and law of National Аcademy of Science (NAS) of Ukraine, Institute of Legislation of the Verkhovna Rada of Ukraine, National University “Yaroslav the Wise Law Academy of Ukraine”and other educational centers of modern legal education. Enthusiasm and perseverance of doctor of law Sciences, professor І.В. Aristova I.V. helped to create the first in Ukraine legal school of specialists on an informational law, that was realized in studies of pupils of Professor – Chernadchuk T.O., Tkachenko V.V., Kuznetsovoy M.Y. Successful defences of theses testified before the community on the willingness of the department to set the highest educational qualification level.
Today, the faculty forms the scientific schools and prepares for the next licensing educational qualification level «specialist», in fact for the last five years four teachers of the department defended and prepared to defence doctoral theses that are the greatest official result of the development of legal science of region. First, for times of independent Ukraine in SNAU the school has got the development under the direction of doctor of law Sciences, professor of the chair of justice Yasinka M.M. His years of experience as a judge and modern practice of law are a springboard for scientific research and legal experiment of both teachers and students of law department. It would be adequate to mention, that the students, not only the law department of SNAU, but in the whole Ukraine, study after the modern textbook that deservedly got stamp of the Ministry of Education and Sciences of Ukraine – “Civil process”, edited by doctor of law Sciences, professor Yasinka M.M.
Work experience of teachers of department certifies about quality of staff. Not without reason, a leader in the student’s surveys about the best teachers of the department is the first vice-rector of SNAU, Honoured worker of public prosecutor’s office of Ukraine, outstanding worker of education of Ukraine, candidate of legal Sciences, associate professor Kurylo M.P., who teaches the following subjects “Basis of criminalistics” and “Public prosecutor’s activity”. Students mark and the forensic expert’s classes of candidate of medical Sciences Moiseenko O,S., who teaches “Forensic and medical examination”, lectures of labour arbiter, candidates of legal Sciences., associate professor Zapara S.I., recognized in Ukraine specialist in financial law Chernadchuk T.O., practitioner, candidates of legal Sciences, associate professor Rogovenko O.V., lawyer, doctor of law Sciences, professor of the chair of justice Yasinka M.M., candidates of legal Sciences and many other.
Statistics show highly professional personnel and uncontrollable process of self-improvement. Among 27 teachers, providing training at the department and university, are two full-time doctors of Sciences, eight full-time candidates of Sciences, two full-time candidates of philological Sciences, two full-time candidates of historical Sciences and candidate of medical Sciences. In addition, two teachers are trained in institution of doctoral candidacy and six teachers study in postgraduate course of the leading educational institutions of Ukraine.
Today, the law department of SNAU is famous and the prestigious department, which produces the best educational traditions, closely connected with the glorious past of Sumy region, its rich legal history, which reflects the freedom-loving spirit of the Cossack Glukhiv – last Hetman’s capital, the spiritual heritage of Putivl’, respectful attitude for the valuable treasure of Sumy oblast – land.
