She was born on November 27, 1972 in Cahul in the family of a serviceman (originally from Poltava region). She studied at the Poltava Pedagogical Institute. V.G. Korolenko at the Faculty of History of Psychology, as well as at the Faculty of Law of the Ivan Franko National University of Lviv. After graduating from higher education she received diplomas with the qualification of a teacher of history and law, a practical psychologist in educational institutions, a lawyer.
Since 1994 she has been working as a law teacher at the Zaporizhia Commercial Technical School. Since 1996 she has headed the cycle commission of jurisprudence.

Since 2000 he has been a labor arbiter of the National Mediation and Conciliation Service. Participated in resolving collective labor disputes at the industrial, sectoral and national levels.
Since May 2003 he has been a member of the Ukrainian Association of Labor Law Specialists.
Since 2000 – a graduate student of distance learning at the National Pedagogical University named after MP Drahomanov, specialty 12.00.05. – Labor Law; social security law. In 2005 she defended her dissertation on the topic: “Improving the procedure for resolving collective labor disputes (conflicts) by conciliation bodies in Ukraine.” Since 2008 he has been awarded the academic title of Associate Professor of the Department of Legal Support of the AIC of Sumy NAU.
Since 2004 she has worked at Zaporizhzhya National University as an associate professor of the Department of Constitutional and Labor Law.
Since September 2006 – Head of the Department of Legal Support of AIC, Dean of the Faculty of Law of SNAU.

Zapara SI is a member of the editorial board of the following journals: Bulletin of the National Mediation and Conciliation Service, Journal of Modern Science (Poland), and Bulletin of the Sumy Oblast Department of Justice.
Edited by Svitlana Ivanivna, in 2009 the textbook “Jurisprudence” was published with the stamp of the Ministry of Education and Science. Zapara SI is a co-author of three textbooks with the stamp of the Ministry of Education and Science.
Since 2008 – agricultural expert – advisor, carries out agricultural advisory activities for the provision of socially oriented advisory services on legal issues and legal support of the agro-industrial complex.
In 2009, S.I. Zapara completed an internship at the University of Martin Luther, Halle (Germany) as part of a grant for law from the German Academic Exchange Service Deutschen Akademischen Austauschdienstes (DAAD), including two scientific and practical seminars at the University of Martin. Luther, Halle (Germany) and Sumy NAU with the involvement of leading scientists of Ukraine and Germany, graduate students and students of the faculty.
In 2012, S.I. Zapara led a group of Ukrainian scholars who received a grant from the Polish Warmian-Masurian Voivodeship Foundation from the European Union on “Entrepreneurial Generation – Innovative Forms of Activation”, in which five law professors participated in two seminars (February and July 2012). ), which took place in Poland and Sumy NAU.
From 2012 to 2013, she was an expert in the international Swedish-Ukrainian project in the field of labor dispute resolution in order to develop a “New model for resolving labor disputes in Ukraine.”

In general, S.I. Zapara has participated in fifteen international projects received from the EU, Germany and Poland.
In 2014 she defended her dissertation for the degree of Doctor of Laws in the specialty 12.00.01 – Theory and History of State and Law; history of political and legal doctrines on the topic: “Genesis and doctrinal principles of the institute of protection of the right to work in modern Ukraine.”
In July 2015, she was elected Deputy Chairman of the Law Section of the Scientific Council of the Ministry of Education and Science.
In 2016 he was awarded the academic title of Professor of Legal Support of AIC.
In 2016 she was elected an academician of the International Academy of Education and Science (Department of Law).

Zapara S.I. is a public figure, head of the public organization “European Dimension”. In 2016, Zapara SI (co-authored with BL Kovalev) prepared a project and received a certificate of the winner of the citywide voting within the public (participatory) budget of Sumy to confirm its implementation by the city authorities in 2017 “Sports ground for children and adults” Star “worth 420 thousand UAH For the development of this project she was nominated by the winner of the competition “Top 50 – 2016” of the most useful and important people of Sumy region and their affairs in 2016.
Zapara SI is the head of more than ten scientific researches for carrying out research work at the expense of budgetary allocations. In 2017, under the leadership of Zapara SI research is carried out on the topic: “Formation of a new system of protection of labor rights: national characteristics and international standards.”

Zapara S.I. is the author of more than 100 scientific works, including monographs, textbooks, manuals. For high-quality long-term professional activity she was repeatedly awarded honorary diplomas of Sumy National Agrarian University, thanks of Sumy Regional State Administration, Ministry of Education and Science of Ukraine, Ministry of Agrarian Policy of Ukraine. Zapara SI was awarded the Sumy Regional Prize and the award named after A.S. Makarenko, personal badges of Petro Mohyla and the National Mediation and Reconciliation Service.
Since December 2018, a lawyer of the National Bar Association of Ukraine.
