Autobiography
In 1994, she graduated with honors from the Accounting and Economic Faculty of Kharkiv Academy of Organization and Food Technology, majoring in Accounting, Control and Analysis of Economic Activities, and received her qualification as an economist.
In 2002, she graduated with honors from the National University of the Interior and received a full higher education in the specialty of Law and received her specialist qualification as a lawyer.
1994-1996 – worked as chief accountant at Nomak-Invest Joint Stock Company and Dankor-Polygraph Limited Liability Company.
1996 – 1998 – Deputy Director for Financial and Legal Affairs of Alita Limited Liability Company.
In 1998, she defended her dissertation for the degree of Candidate of Economic Sciences on the topic “Scientific and practical basics of bankruptcy diagnostics in entrepreneurship”, specialty 08.06.02 – entrepreneurship, management and marketing.
1998 – 2000 – Associate Professor of the Department of Legal Support of APC of Sumy State Agrarian University.
2000 – 2006 – worked at Kharkiv National University of Internal Affairs: 2000-2005 – Associate Professor of the Department of Legal Foundations of Business; 2005-2006 – Professor of the Department of Legal Foundations of Entrepreneurship.
In 2002, she received internships at US Government and Public Institutions under the Public Relations program, funded by the US Department of State and conducted in Ukraine by the US Embassy’s Press, Education and Culture Division, together with the US-based nonprofit Harmony Project.
In 2002, she was a legal expert on the American project BIZPRO and provided consultations to the National Coalition of NGOs “Verification”.
In 2003 he was conferred the academic title of associate professor of the department of legal bases of business activity.
In 2004, she defended her doctoral dissertation on the topic “Administrative and Legal Principles of Implementation of State Regulatory Policy in the Field of Economics”, specialty 12.00.07 – Management Theory; administrative law and process; finance law.
In 2004 she was an expert-consultant of the project “Public Participation in the Preparation and Execution of Small Business Development Programs” under a grant from the Institute for Competitive Society (Kyiv) from Center for International Private Enterprise – CIPE, conducted an analysis of the Small Business Development Program of Sumy Oblast for 2003- 2004, developed recommendations on the program of development of small business of Sumy region for 2005-2006.
2005 – Member of the International School “European Union after the Integration of Central European Countries” (Warsaw, Poland) with the support of the European Commission. As part of her studies at the International School, she received internships at the European Union’s institutions, namely: the European Parliament (Belgium, Brussels), the European Investment Bank (Luxembourg, Luxembourg), the Accounting Tribunal (Luxembourg, Luxembourg), Luxembourg. (France, Frankfurt am Main), the European Court of Human Rights (France, Strasbourg.).
2005 – Legal expert of the project “Increasing the ability of business associations to monitor the implementation of new legislation for business” under a grant from the Institute for Competitive Society (Kyiv) from Center for International Private Enterprise – CIPE, monitored the implementation of the requirements of the Law of Ukraine “On Fundamentals state regulatory policy in the sphere of economic activity ”by local executive authorities and local self-government bodies in Sumy region.
2005 – Expert of the United Nations Development Program (UNDP) in Ukraine in the drafting of regional action plans to improve information, consult with the public and involve citizens in the development and implementation of management decisions in Sumy region, develop recommendations and list of specific measures on extending the conditions for holding consultations with executive authorities and local self-government in the Sumy region.
2006 – 2007 – Associate Professor of the Department of Law Disciplines of Sumy Law Faculty of Kharkiv National University of Internal Affairs.
2006 – Consultant of the Center for International Private Enterprise – CIPE Project “Strengthening the Role of Business in Economic Reform”, participated in the development of the methodological guide “Permits and Permits in the Business Area”.
2007 – 2016 – Professor of the Department of Legal Disciplines of Sumy Branch of Kharkiv National University of Internal Affairs.
In 2011 he was awarded the academic title of Professor of the Department of Legal Disciplines.
2015 – Legal Expert of USAD Project “Supporting Urgent Reforms to Improve Business Environment in Ukraine”, conducted an anti-corruption expert review of Sumy City Council normative acts, participated in the draft decision “On Rules for Temporary Buildings for Entrepreneurial Activity in the Territory” cities of Sumy ».
Kravtsova T.M. has experience in rulemaking. In 2003, she was a member of the working group on drafting the Charter of the Territorial Community of Sumy. Personally developed articles of the Statute: Art. 23 “Right to Entrepreneurial Activity”, Art. 61 “The Right of the Sumy to Participate in Urban Self-Government”, Art. 83 “Acts of authorities and officials of city authorities”, Article 89 “Relations and cooperation of city authorities with enterprises, institutions and organizations of different forms of ownership”.
2004 – Member of the working group on preparation of the project “Regulations on streamlining the control of economic activity of business entities by the executive bodies of Sumy City Council”, adopted by the Sumy City Council on June 23, 2004 (No. 854-MR).
In 2006 – a member of the working group at the Verkhovna Rada of Ukraine Committee on Industrial and Regulatory Policy and Entrepreneurship on drafting a bill on state supervision and control in the field of economic activity.
2006-2007 – Member of the working group of the Committee on Construction, Urban Development and Housing and Communal Services of the Verkhovna Rada of Ukraine on the preparation of the Bill on Construction Activity.
2008 – Member of the working group at the State Committee for Regulatory Policy and Entrepreneurship on the preparation of a regulatory framework for improving permitting procedures in the field of construction.
2008 – Member of the Expert Council of the Verkhovna Rada of Ukraine Committee on Industrial and Regulatory Policy and Entrepreneurship.
2009 – Member of the working group at the Ministry of Construction to prepare a bill on construction activity
2015 – member of the working group on the preparation of the draft decision of the Sumy City Council “On Amendments to the Decision of the Executive Committee of the Sumy City Council of 17.12.2013” On approval of the Rules of placement of outdoor advertising in the city of Sumy.
Research work Т.М. Kravtsov successfully combines with social activities. Since 2008 he has been the head of the Public Law Institute. From 2014 until now he is a member of the Public Council under the Main Directorate of the State Fiscal Service of Ukraine in Sumy Oblast. In previous years, she was a Deputy Chairman of the Public Council at the Main Department of the Ministry of Justice of Ukraine in Sumy Oblast (2014-2016), a member of the Coordination Council for Entrepreneurship Development at the Executive Committee of the Executive Committee of the Sumy City Council (2014 – 2015), a member Public Council at the Main Department of the Ministry of Revenue and Collections of Ukraine in Sumy Oblast (2012 – 2014), Member of the Economic Club of Sumy Regional State Administration (2007 – 2010), Scientific Advisor to the Department for Entrepreneurship Development on Management of Economy of Sumy Regional State Administration (2003 – 2007), Member of the Appeal Regulatory Commission of Sumy Regional State Administration (2005 – 2010), Member of the Coordinating Council for Entrepreneurship Development under the Head of Sumy Regional State Administration ( 2004 – 2014), Member of the Board of the Sumy Branch of the All-Ukrainian Union “Public Parliament of Women of Ukraine” (2003 – 2010), Member of the Board of the Sumy Regional Branch of the Union of Entrepreneurs, Small, Medium and Privatized Enterprises of Ukraine (2002 – 2008), a member of the Public Collegium at the Tax Administration of Sumy Oblast (2002 – 2012).
Kravtsova T.M. is the author of more than 80 scientific publications, among them: 3 monographs, 13 textbooks (including co-authorship), 1 brochure on legal issues of business activity, problems of administrative and financial law and economics.
The sphere of scientific research is the legal regulation of the participation of the state and local self-government in the sphere of management, administrative and legal regimes of economic activity.
T.M. Kravtsova is a member of the editorial board of the Bulletin of the Main Department of Justice in Sumy Oblast.
Kravtsova T.M. actively participates in the certification of scientific and pedagogical staff. At present, under her scientific supervision, six theses for the degree of Candidate of Law in specialty 12.00.07 – Administrative Law and Process have been defended; finance law; information law.
In 2007 – 2013 was a member of the specialized academic council D 64.700.01 at Kharkiv National University of Internal Affairs with the right to hold the dissertations for the degree of Doctor (Candidate) of Sciences in the specialties 12.00.07 – Administrative Law and Process; finance law; information law (law) and 12.00.09 – criminal proceedings and criminalistics; forensic examination; operative-search activity (law).
